Release base paper is the subject of the National Standard of the People's Republic of China, GB/T 28207-2011. This standard falls under the jurisdiction of the China National Light Industry Council; it was promulgated by the General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of China on December 30, 2011, and came into effect on September 1, 2012. The standard is currently in force, bearing the Chinese Standard Classification (CCS) number Y32 and the International Standard Classification (ICS) number 85.060. The standard specifies the technical requirements-including classification, specifications, and inspection rules-for base paper intended to be coated and subsequently manufactured into release paper. It was jointly drafted by Shandong Sun Paper Co., Ltd., MCC Paper Industry Galaxy Co., Ltd., and the China Pulp and Paper Research Institute, with Niu Li, Qiu Xiaoyan, and Wang Qiuyun serving as the principal drafters.
The national standardization project for "Release Base Paper" was officially initiated on November 19, 2007, as a recommended standard development project for product categories. In 2009, Zhejiang Jinchang Paper Co., Ltd. successfully developed a release base paper specifically designed for use in artificial leather production. Subsequently, the industry standard QB/T 5054-2017, *Release Base Paper for Artificial Leather*, was established. The aforementioned enterprise holds independent intellectual property rights pertinent to this field.
